SDASFAA ANNUAL BUSINESS MEETING
Tuesday, March 28, 2006

CALL TO ORDER

David Martin, President, called the meeting called to order at 12:50 p.m.

APPROVAL OF THE AGENDA

Jay Larson made a motion to accept the agenda, seconded by Glen Poppinga. No discussion followed. The motion passed.

APPROVAL OF THE MINUTES

Grant Uecker made a motion to approve the April 6, 2006, Annual Business Meeting Minutes, seconded by Bill Hay. No discussion followed. The motion passed.

OFFICER REPORTS

Secretary: David Martin reported that the Executive Council voted to accept Starla Russell as the Secretary of SDASFAA, as the position was vacated by Carol Bogard who resigned her position in February 2006. No report was given.

Treasurer: Laura Olson distributed the Balance Sheet from January 1, 2005 through December 31, 2005. The year began with a checking balance of $7,983.38, with income from membership, workshops, professional development funds, and interest for a total income of $18, 550.50. The expenses included the SDASFAA Spring Conference, travel, workshops, committee activity expenses, professional development scholarship and miscellaneous expenses for a total expense of $22,400.71. The year ended with a balance of $4,133.17. The assets include two CDs and the saving and checking accounts for total available assets of $14,985.37.

Laura Olson also distributed the Balance Sheet from January 1, 2006 through March 24, 2006. The year began with a checking balance of $4,133.17, with income from membership, sponsorships, workshops, professional development scholarships, and miscellaneous income, for a total income of $22,216.21. Year-to-date expenses include workshops/meetings, travel, committee activities, and professional development scholarships (for the 2005 year), and miscellaneous expenses for a total of $4,652.55. Expenses for the annual spring conference have yet to be paid, however. No discussion followed. Monica Gannon made a motion to accept the Treasurer’s Report, seconded by Patti Klinkhammer. The motion passed.

Past-President: Valerie Weisser reported that she is looking forward to making the presentations to recognize years of service, outstanding service award and the Douglas Steckler award during the upcoming evening’s Award Banquet. Valerie also reported that she has learned a great deal from her experiences as President-Elect, President, and now Past-President, and thanked SDASFAA for the opportunity.

President-Elect Report: Grace Bick reported that she attended the NASFAA Leadership Conference Washington, D.C. She was able to meet with Senator Thune and Congressman Johnson, and an aide from Congresswoman Herseth’s office.

Grace also reported that the Spring 2007 Conference will be held at the Northern Hills Holiday Inn in Spearfish, SD. Grace also reported that the High School Counselor’s Workshop is tentatively scheduled during the first week in December 2006 and it is anticipated that the workshops will be hosted in seven sites: Aberdeen, Madison, Pierre, Sioux Falls, Mitchell, Rapid City, and Yankton or Vermillion. The Committee membership would like to have two SDASFAA members available to host the workshops at each site. Please contact Grace to volunteer.

President: David Martin reported that he has enjoyed his role as President of SDASFAA. David reported that the work that had been done to move toward a sponsorship-style of contribution has worked very well. He and the membership thanked and associate members who have contributed as it has enabled the SDASFAA organization to better plan for events and activities.

David also reported that SDASFAA has embarked on a very important project through the College Goal Sunday program. The project has required that the Awareness Sub-Committee expand its membership and also ask for volunteers from the membership for the project, which will be held in February 2007.

The Administrative Capability training during the Fall 2005 Decentralized Training was well attended on November 14 and 15, 2005. Additionally, the event provided an opportunity for members of the various SDASFAA committees to meet.

The High School Counselor’s workshop netted 144 registrants in early December 2005. The survey included a question about attendees’ thoughts about moving toward the DDN format for future workshops. The survey results reveal that the attendees are not in favor of the DDN format.

REPORT OF STANDING COMMITTEES

Education Committee: Sharon reported that three individuals have been appointed for the task of legislative issues; Marlene Seeklander, Pam Lane, and Brenda Murtha. Sharon also reported that the 2006 SDASFAA Support Staff Workshop will be held October 26-27, 2006, in Sioux Falls. Cindy Swinson, chair of the Education Committee, plans to hold a conference call to further plan events during the second week in May 2006.

Donna Johnson reported that there were 32 attendees during the 2005 Support Staff Workshop held at the Holiday Inn Express in Deadwood in late October, 2005. There were several workshop topics that were offered, and several sponsors of the event.

High School Counselor Sub-Committee: The 2005 activities were reported during the President’s Report and the 2006 planned activities were reported during the President-Elect’s report.

Awareness Sub-Committee: Starla Russell reported that the 2006 Financial Aid Awareness materials for high schools contained posters, tabletents, ad slicks, public service announcements, the governor’s proclamation, a press release, and other event information which was mailed from the West River mailing site at Western Dakota Technical Institute. The media kits, which contained a press release, the governor’s proclamation, public service announcements, ad slicks, and other event information was mailed from a East River mailing site at EAC. The event was moved from January to the month of February a few years ago, and the plans to enhance the month-long educational activities include a move away the on-line chat to the College Goal Sunday.

Conference Sub-Committee: MaryAnne Whitman reported that the members of the 2006 Conference Committee were introduced during the opening session of the 2006 SDASFAA Conference on March 27, 2006. David thanked Pam Lane for all her work on this year’s conference, and also thanked MaryAnne for filling in.

Review Committee: Glen Poppinga reported on the activities of the committee, which included a review of the 2005 financial records. The recommendation was to convert from a paper and pencil format to more of an electronic format. Laura Olson made the conversion and is utilizing Excel as the primary bookkeeping mechanism.

Committee of Record: Grant Uecker reported that he keeps the historical records for events and occurrences of SDASFAA. If anyone has information to submit, they can forward it to Grant.

Membership Information Sub-Committee: David Martin that there has been a lot of work by the committee to update the membership list on the website.

OLD BUSINESS

RMASFAA 2008 Conference Committee Update: David Martin and MaryAnne Whitman reported that RMASFAA 2008 will be on October 18-22, 2008, at the Sheraton in Sioux Falls. Any ideas for a theme and logo can be forwarded to the Conference Committee. These items must be approved by the RMASFAA Board during their Fall 2006 meeting.

NEW BUSINESS

Awareness Sub-Committee name change: David Martin reported the SDASFAA Executive Council has approved a name change for Awareness Sub-Committee to the Awareness and College Goal Sunday Sub-Committee.

SDASFAA Listserv: David Martin reported that Peggy Kuck is the contact for members who would like to receive information about SDASFAA. Members are encouraged to review their information to be sure it is up-to-date, and also to be added and/or removed from the listserv.

ANNOUNCEMENTS

David Martin reported on the following:

  • SDASFAA Spring 2007 Conference – Northern Hills Holiday Inn, Spearfish, SD, on March 26-28, 2007.
  • SDASFAA Spring 2008 Conference – Sheraton Inn, Sioux Falls, SD.
  • Decentralized Training Fall 2006 – Cedar Shores Resort, Chamberlain, SD, on November 13-14, 2006.
  • 2006 NASFAA Conference – Seattle, WA on July 5-8, 2006.
  • 2007 NASFAA Conference – Washington, D.C., on July 8-11, 2007
  • 2008 NASFAA Conference – Orlando, FL, on July 6-9, 2008
  • EAC Professional Development Scholarships – There was a change to the selection process, amounts awarded, and the expenditure reimbursement for these scholarships. The selection process included utilizing the membership list included on the website. There were five, $300 awards given, which is a change from the three, $500 awards given in previous years. Additionally, the scholarships must be spent with the calendar year they are awarded.

Rosie Jamison reported that the first week of May will be the deadline for the next issue of the RMASFAA exchange.

Laura Olson asked that conference and committee expenses be submitted to her so that she can get those expenses paid. This is to ensure timely payment as well as timely reporting for the

Glen Poppinga made a motion to adjourn the annual Business Meeting. Becky Pergo seconded the motion. The motion passed. The meeting adjourned at 1:45 p.m.
